Disproportionate Burden Assessment

Pursuant to the Accessibility of Websites and Mobile Applications Act, the Visit Maribor website is being gradually updated and enhanced with the aim of providing the highest possible level of accessibility of published content and documents to all users.

Visit Maribor strives to ensure an accessible website; however, it assesses that full adaptation of all content (for example, translation into Slovenian Sign Language, adding subtitles to all video content, or other comprehensive accessibility adaptations) would represent a disproportionate financial and organizational burden, due to the extensive volume of content.

In assessing disproportionate burden, the following factors were taken into account:

  • significant financial impact,
  • internal organizational structure,
  • nature and scope of Visit Maribor’s activities.

The approach is in accordance with the Accessibility of Websites and Mobile Applications Act, which allows for certain exemptions in such cases based on a disproportionate burden assessment and this accessibility statement.

Non-Accessible Content

Despite ongoing efforts to improve accessibility, some content is currently not fully accessible:

  • scanned documents in PDF format, representing digital copies of physical documents; due to scan quality, these documents are not always fully readable or compatible with screen readers,
  • content without a visible keyboard focus indicator, which makes navigation difficult for users who rely exclusively on keyboard navigation,
  • video content without subtitles or optimized playback controls, which may present barriers for deaf or visually impaired users; some video content also depends on external platforms (e.g. YouTube),
  • content imported from social media platforms (Facebook and Instagram), where text alternatives for images may be missing or foreign-language terms may be used,
  • elements without a visible focus indicator, making the use of assistive technologies more difficult,
  • opening new tab or window without prior user notification, which may cause confusion, particularly for screen reader users,
  • links with unclear or inconsistent descriptive text that does not clearly indicate the link destination,
  • elements without appropriate semantic markup, complicating navigation and understanding of page structure,
  • insufficient color contrast in certain elements, reducing readability for users with visual impairments or color blindness,
  • alt attributes written in a foreign language, which may hinder understanding of image content and accessibility,
  • an excessive number of elements on individual pages, reducing clarity and overall user experience,
  • use of multiple <h1> headings on a single page, which complicates understanding of content hierarchy,
  • links and interactive elements without descriptive text that explains their purpose,
  • missing skip links (e.g. “Skip to main content”), making navigation difficult for users of assistive technologies,
  • moving or animated content without an option to pause, which may be distracting for users with attention or cognitive impairments.

We will assist users of our website in obtaining all necessary information and documents.

In accordance with Article 8 of the Accessibility of Websites and Mobile Applications Act, users may contact us to:

  • notify us that the website or mobile application does not comply with accessibility requirements under Article 5 of the Act,
  • request information regarding website and mobile application content referred to in Article 3(2) of the Act, and
  • request information that, due to a disproportionate burden assessment under Article 6 of the Act, is not published in an accessible format.

Users will receive a response within eight days of receipt of the notification or request. If we are unable to provide a response within this timeframe, we will inform the user of the expected response date and the reason for the delay.
